Sulfotransferase that utilizes 3'-phospho-5'-adenylyl sulfate (PAPS) to catalyze the transfer of a sulfo group to the 2-OH position of uronyl residues in glycosaminoglycan chains (PubMed:10187838, PubMed:17227754). Has mainly activity toward iduronyl residues in dermatan sulfate, and toward glucuronyl residues of chondroitin sulfate (PubMed:10187838, PubMed:17227754). Has little to no activity toward desulfated N-resulfated heparin or N-sulfoheparosan (PubMed:10187838, PubMed:17227754). {ECO:0000269|PubMed:10187838, ECO:0000269|PubMed:17227754}. This is the function of UST (uronyl 2-sulfotransferase, Ensembl gene identifier ENSG00000111962).
